Rules of procedure for EU Sectoral meetings

 

 

Article 1

AIIC members, including candidates and pre-candidates, and non-members who work for the European Union, shall periodically hold sectoral meeting. These meetings shall be conducted in accordance with these rules of procedure, interpreted and applied in line with AIICS Statutes and other texts.

Article 2: Functions

The meetings shall:

  1. decide on all matters relating to the sector, and in particular to the application of agreements with the European Union;
  2. subject to ratification by AIICs Executive Committee;
    • elect by secret ballot from among AIIC members a negotiating delegation, it being understood that the names of candidates for the delegation shall be notified to the members of the sector one month in advance of the meeting at which the election will be held.
    • adopt, on a proposal from the delegation, the negotiating mandate to be conferred on it for the renegotiation or revision of the EU-AIIC Agreement and/or its annexes.

The Executive Committee may, inter alia, add further members to the delegation.

 

Article 3: Convening meetings

The meetings shall be convened by the delegation. Invitations, with a draft agenda, shall be notified to the interpreters in the sector as defined in article 1, and the notice given shall take account of how the members are notified.

They may also be convened by AIICs Executive Secretariat, at the request of the Assembly or of the President.


Article 4: Sessions

Meetings shall be held as needed, and shall be mandatory before the opening of negotiations on an agreement and before the draft agreement is submitted to the Executive Committee, with an opinion.


Article 5: Voting

Only members of the sector as defined in article 1 shall be entitled to vote when attending meeting sessions.

They may hold proxies. Proxies shall be in writing and bear the name of the individual to whom they are given. They shall be submitted to the meeting secretariat.


Article 6: Record of decisions

A record of decisions taken and resolutions shall be made available to the members of the sector, and to the Executive Committee via AIICs Executive Secretariat for submission to the former.


Article 7: Validity of deliberations

The meeting shall commence at the time specified in the invitation, and any decision duly taken at a sitting on an item placed on the agenda shall be valid. A list shall be drawn up of the members present and represented.


Article 8: Professional delegations

The delegation may, on its own initiative or on a proposal by the interpreters concerned, set up a professional delegation in any Institution in the sector. Whenever possible, it shall include a member of the delegation.

The chairman of the meeting shall rule on any procedural matter not covered by these rules, and shall be guided in doing so by the Statutes, The Rules of Procedure for the Assembly and the General Document on the Agreement Sectors.
